The Central government has marked a majority of Goa's village panchayats as non-compliant for failing to upload mandatory Gram Sabha records and development planning details on the Panchayat Nirnay Portal. According to official data, 177 out of 191 panchayats in Goa were tagged as ‘Sankalp Defaulters’ during the previous financial year, raising concerns over transparency and digital governance at the village level.
